Hilary is the former Solicitor of the U.S. Department of the Interior (2009-2017) where she oversaw all legal issues of the agency including Indian gaming matters involving compact approvals, legal opinions, and litigation in support of tribal gaming. She also was chief counsel in the Governor's Office, New Mexico, where she handled gaming issues on behalf of the State, and she also has represented Indian tribes on gaming issues. Hilary currently is a partner at Hogan Lovells where she advises clients on tribal gaming matters and state regulatory requirements. Hilary is a member of the Navajo Nation. ‡
