C. David Shepherd, MBA, MPAJA, CHS-III is the CEO of Readiness Resource Group (RRG), a veteran-owner small business based in Las Vegas, Nevada and founded in 2007. RRG supports national preparedness, enterprise resilience and critical infrastructure crisis and risk programs. Mr. Shepherd has more than 45 years’ experience in security, law enforcement, risk management, and crisis preparedness, as well as a published author and lecturer. Mr. Shepherd retired from the FBI after 24 years in counter terrorism, surveillance, and SWAT operations as Team Leader and Coordinator in domestic and foreign terrorism, kidnappings, extortions, fugitives, violent crimes and narcotics. He was the executive director of security for the Venetian Resort Hotel Casino. the Mr. Shepherd was an adjunct professor of criminal justice at the University of Nevada Las Vegas for six years. Mr. Shepherd was also the Co-Chairman of Resorts under the Commercial Facilities Sector Coordinating Council (CFSCC), which represented over 100 different associations and also assisted the Department of Homeland Security (DHS) Office of Infrastructure Protection, Science & Technology Directorate, and Office of Bombing Prevention. Under contract Mr. Shepherd assisted the Department of Homeland Security Active Shooter Workshop curriculum development and delivered the course in forty different cities across the United States. He has further developed training on counter-terrorism, emergency evacuation for persons with disabilities, and thirty (30) training modules on active shooting for businesses, teachers, private security companies and workplace violence. Mr. Shepherd writes articles for numerous security, safety and emergency management magazines, and recently published his third book, titled, “Active Shooter: Preparing for and Responding to a Growing Threat”, released by Butterworth Heinemann.
